National School Safety Management Structure

The PCRC National School Safety Management is modelled after the operational structure of the Nigeria Police Force—from National Headquarters to the school level.

One national direction, connected local action

Each level has a clear responsibility for leadership, supervision, reporting, training and coordinated school protection.

National Coordination

Overall leadership

The National Coordination Office provides overall leadership and direction.

  • Develops national policies and guidelines;
  • Supervises activities across the country;
  • Coordinates major programmes and partnerships; and
  • Represents the programme before the Nigeria Police Force, Federal Ministry of Education and PCRC national leadership.

Regional Coordination

Regional oversight

The Regional Coordination Office supervises activities within its assigned region. It ensures that national programmes are properly carried out and supports the zones under its supervision.

Police Zone alignment

Each Zonal Coordination Office works with the states under its Police Zone.

  • Coordinates activities within the zone;
  • Provides training and operational support;
  • Reviews reports from the states;
  • Shares approved materials and instructions; and
  • Sends important safety information to the appropriate national authority.

State Coordination

Statewide management

The State Coordination Office manages the programme throughout the state.

  • Supervises Area Commands;
  • Coordinates statewide school safety activities;
  • Supports training and public awareness programmes;
  • Reviews reports received from Area Commands; and
  • Ensures that schools follow approved safety guidelines.

Multi-division support

The Area Command Coordination Office supervises the Divisional Commands within its area.

  • Reviews activities at the local level;
  • Supports joint safety programmes;
  • Coordinates matters involving more than one division; and
  • Refers serious issues to the State Command.

School Chapters

Awareness and reporting

The School Chapter is where the daily activities of the programme take place. Each chapter consists of:

The chapter will:

  • Hold regular school safety meetings;
  • Teach students how to use BOOSTAR responsibly;
  • Encourage early reporting of suspicious activities;
  • Promote discipline and responsible behaviour;
  • Carry out safety awareness programmes;
  • Identify security concerns around the school; and
  • Forward important reports to the Divisional Command through the approved channel.
